General Information

Bettye Fine Collins is President of the Jefferson County Commission and Commissioner for District 4. As Commission President, Commissioner Collins oversees the departments of Finance, General Services, Revenue, Tax Collector, Tax Assessor, Budget Management, Human Resources, Family Court, Probate Court, Board of Registrars and the County Attorney’s office. Commissioner Collins is in her fourth term on the Jefferson County Commission. Previously, Commissioner Collins has overseen the departments of Economic Development, Community Development, Land Development, Office of Senior Citizens and others. Ms. Collins has also served as Commissioner of Health and Human Services.

Ms. Collins has a long standing record of civic and community service. Previously, she was elected to the Birmingham City Council for two terms and Alabama State Board of Education. Ms. Collins was appointed to the Alabama Public Library Service Executive Board and the Alabama Commission on Higher Education, where she served as its president. Ms. Collins was also appointed to the Birmingham Board of Education where she served for seven years, twice as president. During this time, she was selected as one of six delegates to represent Alabama at the first White House Conference on Libraries and Information Services. Children, their education and well being, have always been a top priority for Ms. Collins.

Bettye Fine Collins was recently re-elected Republican National Committeewoman for the State of Alabama, a position she has held since 1996. Mrs. Collins was re-elected to a fourth term as Chairman of the Southern Delegation of the Republican National Committee.

Ms. Collins has received numerous accolades and recognitions throughout her career. Some of which include Public Official of the Year by the State of Alabama Habitat for Humanity; the Alabama Fatherhood Initiative’s Public Service Award sponsored by the Alabama Department of Human Resources; and the 2007 Citizen of the Year by the Alabama March of Dimes. Most recently, Commissioner Collins was honored with an award in her name by the University of Alabama at Birmingham Liver Center.

In addition to her work in city and county government, Ms. Collins has had a successful real estate career. Ms. Collins and her husband, Bill, who is deceased, raised two children, Kim and David. Ms. Collins is grandmother to Jennifer, Emily, Andrew, and Elizabeth.
